BUREAUCRATS have labelled children "targets" in an explosive document, which shows how Victorian children are being deliberately exposed to pedophiles.
The document, a checklist, is designed to record the responses of intellectually disabled sex offenders as they are taken on escorted outings in Melbourne's inner northern suburban shopping centres and supermarkets.
