The latest draft law compiled by the government shows some of its measures for the fight against global warming could be watered down significantly, compared with an initial draft mapped out earlier by the Environment Ministry.

The U.S. has a problem with good ideas getting through the legislature without being trashed. Congress added so many perks and amendments for special interests
that even some who helped write the cap-and-trade bill are withdrawing their support.
